Framed Fine art lifting, bubbling against the backing

A random question if there should be any concern about this or to leave the piece(s) as is. I have a couple of covers and a larger piece that are either lifting from the backing or there is some type of "bubbling" (not sure what the proper term would be) against the backing, while in other areas it is not. Thanks in advance for any direction.

I've posted this before, but a 44x60 stencil on paper I owned fell completely off the backing and my framer only charged me $50 to open the frame and re-mount it to the backing. I'd think you could get the album covers fixed significantly cheaper and it would be well worth it.

Make sure they use archival and reversible hinges (acid-free rice paper) and not mounting tape or linen.
